Abstract
The rapid development of Artificial Intelligence (AI) technology has brought significant changes to digital communication, including the emergence of deepfake technology. Although deepfakes offer benefits in education, entertainment, and creative industries, it also creates new challenges when used to commit cybercrimes. One form of misuse is the creation and distribution of manipulated digital content to conduct cyberbullying against children through social media. This study aims to analyze the forms of deepfake-based cyberbullying against children and examine the criminal liability of perpetrators under Indonesian law. This research employs a normative legal method using statutory, conceptual, and case approaches. The legal materials consist of primary legal sources, including the Criminal Code, Law Number 1 of 2024 concerning the Second Amendment to the Electronic Information and Transactions Law, and Law Number 35 of 2014 concerning Child Protection, supported by secondary legal materials from books, scientific journals, and related legal literature. The findings indicate that, although Indonesia has not yet enacted specific regulations governing deepfake technology, perpetrators may still be held criminally liable through existing provisions in the Criminal Code, the Electronic Information and Transactions Law, and the Child Protection Law. The study concludes that more specific legal regulations are needed to address crimes involving artificial intelligence and to strengthen legal protection for children in the digital environment.
