ANALISIS LOCATION QUOTIENT DAN SHIFT SHARE DALAM MENENTUKAN SEKTOR BASIS DAN NON-BASIS DI KABUPATEN LAMPUNG TIMUR PROVINSI LAMPUNG

Abstract

Regional economic growth depends on the performance of leading sectors that hold strong competitiveness relative to a wider reference economy. A region reaches this condition when its basic sectors expand faster than the reference economy and its non-basic sectors gain the capacity to become basic sectors. This study identifies the basic and non-basic sectors of Kabupaten Lampung Timur, Lampung Province, using Gross Regional Domestic Product (GRDP) data published by the Central Bureau of Statistics (BPS) for the 2018-2022 period. The study applies the Location Quotient (LQ) and Dynamic Location Quotient (DLQ) methods to classify seventeen economic sectors into four categories: prime, developing, potential, and lagging. The result shows that none of the seventeen sectors reach an SLQ value above one, so no sector currently holds a comparative advantage over the provincial economy. Based on the 2022 DLQ value, four sectors qualify as potential sectors, namely agriculture, forestry, and fishery; mining and quarrying; electricity and gas procurement; and other services. The remaining thirteen sectors stay in the lagging category. These findings offer local government a basis for directing sector-specific policy and strengthening regional economic resilience.
