Abstract

As the front line of public service, the urban village (kelurahan) relies on internal media to circulate service and social assistance information to residents. However, messages sent regularly are not necessarily understood or actionable by residents. This study aims to describe the construction of administrative language and message tone, to analyze textual patterns that trigger communication clogging and gatekeeping among neighborhood (RT and RW) intermediaries, and to examine their implications for entitlement deprivation and limited resident capabilities. The study employs an interpretive paradigm with a descriptive qualitative approach. The corpus comprises 64 internal media message texts from Lengkongjaya Urban Village, Garut Regency: 34 WhatsApp Group texts, 17 Instagram texts, and 10 Information Board texts, collected through archival documentation from June to August 2026. The data were analyzed using thematic analysis (open, axial, and selective coding) and interpreted through the concept of information circulation and Amartya Sen's capability approach. Data validity was tested through persistent observation and peer examination. The findings show that the messages use simple administrative diction but lack detail, as they repeatedly refer to 'applicable provisions' without specifying their content. Message tone differs across channels: directive yet polite on WhatsApp Group, institutional-persuasive on Instagram, and informative-impersonal on the Information Board. None of the 64 texts provides a complaint channel or clarification procedure. Eighteen of the 34 WhatsApp Group texts delegate information delivery to RT and RW officials without supporting tools, while operational details are concentrated in a closed channel. These conditions indicatively create informational failure that may develop into entitlement failure. The study concludes that obstacles to information circulation stem from incomplete message content and distribution structure, rather than from the absence of channels.
