Abstract

Climate change is a global challenge that affects environmental, social, and economic aspects of society, requiring adaptation and mitigation efforts that actively involve community participation based on regional potential and local wisdom. This study aims to describe the regional potential and local wisdom that support the implementation of the Climate Village Program (ProKlim), analyze the processes and outcomes of community empowerment, identify the supporting and inhibiting factors affecting its implementation, and develop an integrated community empowerment model to enhance the sustainability of ProKlim. The study employed a qualitative approach using a multiple case study method in three ProKlim villages in Tanah Laut Regency, namely Tirta Jaya Village, Sungai Rasau Village, and Martadah Baru Village. Data were collected through in-depth interviews, participatory observation, and document analysis involving 15 purposively selected informants and were analyzed using an interactive analysis model. The findings reveal that regional potential and local wisdom constitute the primary assets for the development of ProKlim through the utilization of family medicinal plants (TOGA), mangrove resources, agricultural and fisheries products, sasirangan batik, micro, small, and medium enterprises, as well as the traditions of cooperation and village deliberation. The community empowerment process consists of five stages: awareness building, capacity strengthening, community participation, institutional strengthening, and economic self-reliance. The program has generated positive impacts on environmental, social, economic, and institutional aspects, although it continues to face challenges related to limited funding, human resource capacity, and market access. This study concludes that a community empowerment model based on regional potential and local wisdom, integrating ecological, economic, socio-cultural, digitalization, and collaborative institutional dimensions, can strengthen the sustainability of the Climate Village Program in Tanah Laut Regency.
